WASTE AND THE ENVIRONMENT
Waste is defined by UNEP as all
residues/bye-products emanating from the process of
production, extraction, consumption, etc which are
susceptible to be recovered, recycled, reused or
reduced; whereas all other wastes which cannot
undergo these �4R� process are called �ultimate
waste� (which are normally disposed into a sanitary
landfill).
In the past, most wastes were either inert or
biodegradable and so over time the waste would
degrade with some methane generation and leaving
residues that may not have serious environmental
impact. Today, technology has created waste, some
hazardous and chemically complex that degrade to
cause significant harm to public health and the
Environment.
Increasing population, economic growth and
commercial activities in urban settlements have
resulted in massive waste generation. And our
environment is now dotted with evidences of our
irresponsible waste disposal � littering, illegal
dumpsites, overflowing landfills, contaminated
waterways, blocked drains, polluted atmosphere and
so on. Inadequate waste disposal facilities and lack
of environmental awareness have prompted the
deposition of many human made compounds on near site
open space (Figure 1). Some of these compounds may
have complex chemical composition and
physicochemical properties and great potential to
pollute and contaminate soil, surface and
groundwater bodies and finally affecting human
health. We extract raw materials from natural
resources to manufacture new products and then
consume them, giving nothing back to the environment
but waste.

The battle to reduce the impact that waste have on
the environment is a serious and pressing global
challenge we now face. Included in this battle is
the need to minimize waste generation, re-use
materials, recycle waste and finally dispose waste
in an environmentally responsible manner. Nigeria is
still lagging way behind in the struggle to cope
with waste. Several waste management systems have
been reviewed and improvements have been made in
some urban cities of Nigeria by state governments
but unless waste producers (e.g. industries,
organisations, individuals and communities) are made
to take responsibility and support governments�
effort and minimize waste generation, we will not
see any changes.
Environmental authorities are under pressure to
maintain a clean and healthy environment due to our
attitudes to waste. We must show commitment to the
environment in order to reduce the burden on
government. The current waste management system of
�collect and dump� adopted by waste
management authorities have resulted in
environmental problems (such as diseases, air
pollution, emissions of greenhouse gases, and land
and water contamination). Government and
Environmental authorities must develop new
strategies, provide facilities that can enhance
sustainable management of waste and make reforms in
regulation that will see citizens make conscious
effort to participate in waste management programs (e.g
recycling, composting, and energy from waste). The
private sector waste management companies need to be
supported by government to introduce waste
initiatives and programs that can deliver solution
for sustainability.
We recognise that to achieve sustainable economic
development we need to improve dramatically the
efficient use of our natural resources. Therefore,
the need to reduce waste, recycle and recover value
from waste is not optional but essential.
JCNL� WASTE RECOVERY INITIATIVES
RECYCLING
Julian Cleaning Nig Ltd wants to
work closely with the State Government to introduce
waste and recycling scheme in the capital city
before spreading to other parts of the state. We
have assessed the different sources of waste
generation in the city and identified waste
materials that can be recycled. These materials
include paper, plastic, glass bottles and metal and
are generated in work places, commercial and
business premises and households. Most of these
recyclables are collected and dumped in open space
as shown in figure 2 below due to lack of facilities
and recovery initiatives.
We have planned and developed a strategy to recover
these materials for recycling in order to reduce
littering, illegal waste dumping, pollution, save
government the cost to clean up and to also divert
waste from going to landfill/dumpsite.

RECYCLING OF PLASTIC, METAL, PET CAN
AND GLASS
Plastic bottles, food and drink cans and glass
bottles are the main components of waste generated
in commercial and business premises such as hotels,
restaurants and food joints within the city. These
materials are usually collected with different other
waste types and transported to dumpsites by waste
collection agencies. Where facilities and services
for collection are lacking; the waste producers
deposit them in near site open space, making the
environment dirty and leaving government with the
burden to clean up. We at Julian Cleaning Nig
Ltd see waste as valuable resources and we
are committed to the principles of sustainable
development. Plastic and metal wastes when buried in
dumpsite take several years to degrade while glass
bottle can remain there forever. Recycling plastic,
metal and glass can yield significant greenhouse gas
benefits.
Julian Cleaning Nig Ltd can
assist government to set up recycling program for
the recovery of these materials. We can collaborate
with Waste collection authority to engage the
management and employees of hotels and restaurants
operating in the city to segregate their waste for
recycling. We are prepared to produce guides and
also educate the public on how to recycle. The state
will supply separate waste bins / recycling sacks
for the collection of recyclables. These recyclables
when collected will be transported to our recycling
plant for processing and then supplied to
manufacturers.

RECYCLING IN MARKETS, SUPERMARKETS AND
STORES
Commercial and business premises such as markets,
shopping centres and supermarkets are producers of
waste packaging paper (cartons, cardboards, packing
paper) and plastic packaging. They are usually
produced in large volume and where services for the
collection are lacking they can be found littered in
and around the premises causing serious
environmental problem.
Julian Cleaning Nig Ltd will
offer services for collection and recycling of
material from these premises. Separate collection
sacks should be to distributors, retailers in market
places, supermarkets and stores to capture
recyclables. Suitable stand alone balers and
compactors also need to be deployed for easy baling
of recyclables collected (Figure 4) in order to
reduce problems associated with transportation of
waste. Balers, compactors and shredders are ideal
solutions for recycling materials such as paper,
cardboard and plastics and can produce bales
weighing several kilograms depending on the design.
Collections and baling of recyclables in retail
areas and market places will need to be supervised.
Well trained Recycling Officers will supervise
collection and baling in both market areas and
shopping centre. This will divert waste transported
to dumpsites and reduce litter keeping the
environment clean.
PAPER RECYCLING
Waste paper is generated in offices of government
organisations and ministries, private businesses,
schools / universities, banks and residential
properties. Waste paper like any other waste are
produced daily and make up majority of biodegradable
waste we throw away, burnt or buried in dumpsites
causing significant environmental problems and other
nuisances. When paper is land filled, it biodegrades
together with waste such as food remnants and
vegetation to produce methane, a powerful greenhouse
gas that contributes to climate change. The use of
virgin forest and old trees for making paper is
destroying habitats and communities in many parts of
the world. By recycling paper we can:

Julian Cleaning Nig Ltd will set
up paper recycling program where paper can be
separated for collection, and processed for use as
raw material to produce writing and printing paper,
computer paper, cartons and tissue paper. We will
service Government offices and Agencies (including
Ministries, State Assembly, Schools / Universities
and Examination bodies etc), and public and private
businesses such as Banks and financial institutions,
commercial premises (markets, supermarket / stores
and shopping areas, etc.) and residential properties
(housing estates and street properties) for separate
collection of waste paper.

OFFICE PAPER RECYCLING
Julian Cleaning Nig Ltd will
provide suitable collection sacks/bins and cabinets
to offices for separate collection of paper (writing
and printing paper, computer paper, and newspapers
and magazines). We will need the support and
cooperation of management and employees and few
changes in their daily habits and attitudes to
waste. Julian Cleaning Nig Ltd will also carry out
waste / environmental education by visiting offices
to help organisations minimise waste. We will
provide facilities that will make this recycling
program easy to implement and encourage
participation, promote recycling and distribute
leaflets containing information on the benefits of
recycling.
CONFIDENTIAL PAPER DOCUMENT SHREDDING
Confident paper document in offices, banks, law
court, schools and educational institutions and so
on are usually stored and left redundant. And
because they contain records of sensitive
information (such as payroll information, bank
transaction records and statements, budget
schedules, contract record, minutes of meetings,
medical reports, customer personal details,
marketing and sales strategies and many more) they
are disposed of in a manner that can cause harm to
the environment and public health (e.g. burning and
dumping).
Julian Cleaning Nig Ltd will
employ the most secure, efficient, simple and cost
effective plan available for shredding paper and
complete onsite or offsite document destruction
services to organisations in the city. In keeping
with Julian Cleaning Nig Ltd
commitment to the environment, all paper document
shredded will be collected and recycled. This will
divert large amount of paper and promote
environmentally sustainable method of disposal.
Julian
Cleaning Nig Ltd will focus on the portion
of the loop (figure 5) highlighted in red and also
process raw materials for making new paper just as
it is shown in figure
HOUSEHOLD RECYCLING
Julian Cleaning Nig Ltd
will gradually expand services to also cover the
recovery of recyclables (paper, plastics and metals)
from residential properties in the city. Residents
will be encouraged to participate and recycling
sacks will be distributed to households. We are also
working on how to capture food and organic waste for
composting.

RECYCLING
FACILITIES AND MACHINERY
Julian Cleaning Nig Ltd
has already established contact with reputable
foreign companies that have provided quotations for
recycling facilities and equipment and we are
planning to deploy these for all projects mentioned
above. Waste shredders, Compactors and Baling
machines will be used for processing recyclables.

ENVIRONMENTAL AND WASTE AWARENESS CAMPAIGN
We will also partner with players in
the environment industry to see that our vision of
leaving the environment in a better shape is
achieved. We will re-orientate the community about
their attitude to waste and leap frog the country to
international best practices. We will work with
government to cut the amount of waste sent to
dumpsites and educate public in various communities
about recycling. Julian Cleaning Nig Ltd
will also develop and implement a promotional plan
which will raise awareness of environmental issues
and promote our waste recovery initiative.
Julian
